El artículo se propone a alimentar el debate sobre las formas de protección social en cuanto técnicas de gobierno en Brasil, enfatizando los efectos de mantener las condiciones de desigualdad social que los discursos formales se proponen enfrentar. A partir de un contexto histórico caritativo y filantrópico característico del siglo XX, el texto esboza las nuevas referencias de gobierno planteadas por la Constitución Federal de 1988 y por el Estatuto del Niño y del Adolescente de 1990, así como las tensiones que el mundo neoliberal impone para que tales legislaciones sean puestas en práctica. El concepto de protección es discutido como instrumento de intervención política, centrándose en la niñez y en la familia, como objetos privilegiados de protección.

This article is dressed to feed the debate about the different forms of protection, as a government technique in Brazil, emphasizing the effects of maintenance of social inequality conditions that formal discourses proposes to face. Having as historical context charitable and philanthropic practices of 20th century, the text draws the new references of government brought by the Federal Constitution of 1988 and by the Child and Adolescent Statute, as well as the tensions that the neoliberal world has brought for its implementation. The concept of protection is presented as an instrument of political intervention, and points out those that become its object: children and families to be protected.
