Arantepacua, Michiocán: cerca del infierno o el regreso al estado de naturaleza

Resumen
la preocupación central que se atiende en este documento es la degradación del Estado, entendiendo que éste contiene dos elementos fundamentales: la comunidad polÃtica y las instituciones. Es en la pérdida de capacidades institucionales donde se ubica el debilitamiento estatal, la cual impacta sobre la articulación de la comunidad polÃtica, sobre todo en lo referente a la seguridad y la capacidad de los ciudadanos de reconocerse y actuar como sujetos de la vida pública. A propósito de estos argumentos, se aborda el caso de la comunidad de Arantepacua, en Michoacán. En abril de
2017 se realizó un operativo policiaco coordinado desde el gobierno local, puntualmente desde la SecretarÃa de Seguridad Pública, el cual dio como resultado el asesinato de cuatro habitantes de la comunidad, entre ellos un menor de edad, asà como diversas detenciones y destrozos en casas habitación
de la comunidad. Son estos hechos los que me han llevado a plantear que cuando la paz y la seguridad de las personas no son garantizadas por las instituciones del Estado, estamos a las puertas del estado de naturaleza.
Abstract
the central concern that is addressed in this document is the degradation of the State, understanding that it contains two fundamental elements: the political community and the institutions. It is in the loss of institutional
capacities that the state weakening is located, which has impacted on the articulation of the political community, especially in relation to security and the ability of citizens to recognize themselves and act as subjects of public life. With regard to these arguments, the case of the community of Arantepacua, in Michoacán, is addressed. In April of this year (2017) a coordinated police operation was carried out from the local government, specifically from the Ministry of Public Security, which resulted in the murder of four
inhabitants of the community, including a minor, as well as various arrests and destruction in houses in the community. It is these facts that have led me to state that when the peace and security of the people are not guaranteed by the institutions of the State, we are at the doors of the state of nature.
