Resumen
Este artículo aborda el tema de la cultura política mexicana en el primer tercio del siglo XIX. Se centra en la reconstrucción del debate sobre la nación y las formas de gobierno propuestas por el Ejército Trigarante, entre las que destaca que la soberanía radica en la nación y que el gobierno legítimo sólo podía ser aquél que la representara. El Congreso se realiza en 1822 y es, en torno a su convocatoria y a la elección de los diputados, que se analiza el imaginario, las ideas sobre el ejercido del poder y las prácticas políticas de los nuevos actores sociales: los ciudadanos. Quedando fuera del proceso electoral una gran cantidad de habitantes; la ciudadanía fue limitada a los varones, jefes de familia o propietarios. La supervivencia del orden corporativo era manifiesta.

Abstract
This article broaches the topic of Mexican political culture in the first third of XIX Century. Talks about the reconstruction of the debate about nation and the government forms proposed by "triga-rante" Army, about this, we can emphasize that sovereignty takes root on nation and the legitímate government only could be that which represent it. The Congress took place in 1822 and was round about its cali and the Parliament member's election, that the imaginarían is analyzed, the ideas about the power exercise and the political practices of new social actors: the citizens. Leaving outside of the electoral process a huge quantity of habitants, citizenship was limited for men, family bosses or owners. The corporative order survival was clear.
