El presente ensayo analiza los cambios de la administración Clinton en el conflicto palestino-israelí en la era de la posguerra fría. Israel ya no es considerado la única pieza estratégica en el Medio Oriente: Estados Unidos intenta implementar una política más equilibrada que enfatice sus relaciones con el mundo árabe, donde el petró¬leo sigue siendo considerado parte de los intereses nacionales estadunidenses. En este contexto de transformaciones existe un interés creciente por encontrar una solución al problema palestino, considerado la con¬dición básica para garantizar la estabilidad de la región. Pero, esta nueva posición del ejecutivo norteamericano se enfrenta a la oposición del Congreso, quien apoya al gobierno del primer ministro israelí, B. Netanyahu. Este apoyo se debe, en parte, a la presión que ejerce el poderoso lobby pro-Israel que hay en Estados Unidos -AIPAC-sobre el Congreso. No obstante, Musalem concluye que por más influencia que ejerza AIPAC, lo que determinará finalmente la política exterior norteamericana son los intereses nacionales de Estados Unidos.

This article analyzes the changes of Clinton foreign policy vis-a-vis the palestinian-israeli conflict in the new political context of the Post-Cold War. Israel is no longer considered the only U.S. asset in the Middle East. North America is looking for a more balanced policy in which it emphasizes its relation with the arab world where oil is always considered part of the U.S. national interest. Within this context of changes in foreign policy toward the Middle East, we can see a growing interest in finding a solution for the palestinian problem, considered a fundamental pre-condition for the region stabilty. But, this new policy faces the Congress opposition, who has a favorable support for the Netanyahu administration; this behaviourof the Congress is partly due to the pressures made by the powerful pro-Israel lobby AIPAC in the U.S. Nevertheless, Musalem concludes that "the national interest of U.S. is a principie of foreign policy that can not be modified, no matter how powerful could be the influence of the lobby AIPAC in the Congress".
