Resumen
En los últimos tiempos, en un complejo contexto de conformación e imposición de un nuevo modelo estatal y en el marco de una creciente internacionalización de la dinámica social, han emergido con gran fuerza y protagonismo un conjunto de organizaciones que llamaremos civiles, con un contradictorio papel. Por un lado, para promover y defender el reconocimiento de derechos sociales y económicos con miras a una distribución basada en la diferencia de grupos minoritarios o especÃficos y, por el otro, para acompañar, deliberada o involuntariamente, la polÃtica de disminución de las regulaciones sociales propias del sistema de bienestar social y, en consecuencia, siendo parte de la afectación de los derechos sociales, convirtiéndose en un medio (mecanismo) para reorganizar y legitimar un nuevo tipo de solidaridad social en lÃnea con las polÃticas neoliberales de privatización y liberalización, fincadas en una dinámica de control y sometimiento impuesta por un estado profundamente autoritario y conservador como es el estado mexicano.
Abstract
In recent times, inserted in a complex context of conformation and imposition of a new State model and set in framework of an increasing internationalization model of the social dynamics have emerged a series of organizations, those that we call civil organizations. They have not only emerged with strong and
leading role but also have played a contradictory role in society. On the one hand, they have promoted and defended the civil and economical rights that lead towards a redistribution based upon the minority groups and specific groups roles and rights. On the other hand, they have deliberately or even
non intentionally supported a policy which tendency is to reduce the social regulations of the social welfare and, in consequence they have been part of the policy that affects negatively on the social rights; they have became a way
(mechanism) to reorganize and legitimate a new type of social solidarity and have agreed with the neoliberal policy of privatization which basis is the control and subjugation imposed by an highly authoritarian and conservative state,
such as the Mexican state.
