Resumen
En las ciencias sociales la técnica Delphi es considerada una herramienta efectiva y válida para reunir información sobre un tema donde hay escasas evidencias o acuerdos. Ésta puede ser considerada una importante técnica de investigación para utilizarse en evaluaciones institucionales, en particular para realizar análisis de la capacidad institucional de gobiernos locales interesados en atender problemas “nuevos”. Por ello, el objetivo de este artÃculo es presentar la forma como se puede utilizar en un análisis de la capacidad institucional de gobiernos locales que atienden el problema del cambio climático (CC). Para lograrlo, primero se presentan los retos que se enfrentan al analizar la capacidad institucional de los gobiernos locales, enseguida se exponen algunas caracterÃsticas de la técnica Delphi y la aplicación de esta técnica en el análisis de capacidad institucional, y finalmente se muestran las ventajas de combinar esta técnica con otras.
Abstract
In social sciences, the Delphi method is regarded as a valid and effective tool to gather information about a subject where there is scarce evidence or little agreement. It can be an important research technique to use in institutional evaluations, specifically to analyze the institutional capability of local governments interested in tacking “new” problems. The aim of this paper is to show how the Delphi method can be used in a study of the institutional capability of local governments dealing with climatic change (CC). First, the challenges of analyzing the institutional capability of local governments are presented, followed by an exposition of some characteristics of the Delphi method and its application to institutional capability analysis; the advantages of combining this technique with that of principal component analysis are shown last.
