Resumen
Para Sieyès, el gobierno representativo es una mezcla de instituciones oligárquicas y democráticas. El sistema de representación se extiende a la sociedad en su conjunto porque éste emana de la división y especialización de las profesiones, que hace de la polÃtica un oficio más. El gobierno representativo no se opone ni niega a la democracia, pues ésta constituye su basamento. La soberanÃa popular y la igualdad jurÃdica constituyen su esencia. La libertad aparece fusionada a la propiedad y al mercado, lo que ocasiona que tenga fuertes tendencias oligárquicas. En el gobierno representativo el pueblo ejerce su soberanÃa a través del poder de vigilancia y control que tiene la ciudadanÃa sobre sus representantes.
Abstract
Sieyès said that representative government is a mixture of oligarchic and democratic institutions. The representation system extends itself to society as a whole because it emanates from the division and specialization of professions, making the politics as another career. Representative government is not opposed to democracy or deny, as this is its foundation. Popular sovereignty and legal equality constitute its essence. Freedom appears fused to the property and the market, resulting in having strong oligarchic tendencies. In representative government the people exercise their sovereignty through the power of supervision and control that has the public over their representatives.
